High-Tech Speed Zones Trialled in Cassilis to Tackle Renewable Energy Traffic Boom

A pioneering smart highway system is being trialled in the Upper Hunter town of Cassilis to manage the influx of heavy vehicles headed for the Central West Orana Renewable Energy Zone. The solar-powered Rural Intersection Speed Zone (RISZ) technology will dynamically lower speed limits to ensure safer merging at key freight bottlenecks.

The quiet Upper Hunter town of Cassilis, home to just 300 residents, has found itself at the center of a modern traffic challenge as the state's renewable energy transition accelerates. With massive wind turbine components and heavy freight regularly moving through the region, local roads are facing unprecedented pressure.

Jane Hegarty, chairperson of the local district development group, says the community is feeling the strain of the traffic influx. "There's certainly a lot more oversize and over-mass vehicles where you're having to pull off the road, so it's definitely becoming a much more hazardous journey," Hegarty explained.

Much of this congestion stems from the construction of the Central West Orana Renewable Energy Zone (REZ). Heavy components imported via the Port of Newcastle are being trucked directly through the region along the Golden Highway, the primary route connecting Newcastle to Dubbo.

According to Hegarty, heavy vehicles currently make up approximately 30 percent of the traffic on the Golden Highway, a figure expected to rise. "It is frustrating because we haven't even got to peak construction period and we're already noticing a difference," she said.

A High-Tech Solution for Rural Roads

In response to these safety concerns, Transport for NSW has launched a pioneering 12-month trial of smart highway technology at the intersection of the Golden Highway and Ulan Road. The Rural Intersection Speed Zone (RISZ) system is the first of its kind in the state.

The self-contained, solar-powered unit uses advanced radar detectors to monitor traffic approaching the highway. When a vehicle is detected on Ulan Road, the system automatically triggers variable speed limit signs on the Golden Highway, temporarily lowering the speed limit to allow safer merging before returning to normal limits once the intersection is clear.

John-Paul Ahern, Transport for NSW Executive Director of Operational Technology, highlighted that the system was specifically tailored to the unique demands of the Cassilis intersection. "This particular installation has been designed bespoke for this particular intersection," Ahern said, noting the high concentration of freight, mining, and renewable energy transport. "Our crash data did show that there's been three crashes there in the last five years that were serious."

Generational Investment vs. Local Skepticism

NSW Roads Minister Jenny Aitchison emphasized that the dynamic nature of the RISZ system keeps traffic flowing smoothly without resorting to permanent speed reductions. "This is something that we want to see where speed zones are relevant to the traffic needs of the places where they are located, and so we're not just putting blanket speed zone restrictions," Minister Aitchison said.

The Minister also pointed to a broader state commitment to regional infrastructure, noting that more than $128.5 million has already been allocated to upgrading the Golden Highway. She described the funding as a "generational investment" that will leave a lasting legacy for local communities long after the REZ construction phase concludes.

However, local representatives remain cautiously watchful. Hegarty expressed some skepticism about whether the technology is a substitute for physical infrastructure upgrades. "I think it's a measure to try and save the cost of having to put in some turning lanes," she observed. "It will be interesting to see how effective it is and whether it does prevent accidents."

The performance and safety outcomes of the RISZ system will be closely monitored over the course of the year-long trial to determine its viability for other regional freight corridors across the state.
